1. Refinery Expansion from 3.0 to 9.0 MMTPA: NRL is executing a major expansion project of capacity augmentation from present 3.0 MMTPA to 9.0 MMTPA. The expansion proposal was approved by the Cabinet Committee on Economic Affairs (CCEA) on 16.01.2019. Approved budget for the project is Rs. 28,026 crores. Revised cost estimate of Rs. 33,901 crores is under approval and being reviewed at MoP&NG. The project is also granted an amount of Rs. 1,020 crores as capital subsidy. This is one of the biggest investments in Oil & Gas sector of Northeast India and is a part of Government of India's Hydrocarbon Vision 2030 for the North-East region to help meet growing demand of petroleum products in the region. NRL's refinery expansion will increase overall crude oil processing capacity. The commissioning of the new refinery is anticipated to commence from June 2026 and overall commissioning by March 2027. The expansion project has been segregated into two parts, as below:
a) Setting up a New 6 MMTPA Refinery at Numaligarh, Golaghat, Assam:
NRL is executing a major expansion project of capacity augmentation from present 3.0 MMTPA to 9.0 MMTPA by installing a new train of processes of 6 MMTPA capacity refinery by processing of Arab Light (AL) and Arab Heavy (AH) crude oil (AL: AH=30:70). Approved cost of the project is Rs.22,494 crores. As on 31st March 2026, the physical progress is 84.0% and financial progress is 86.33%.
b) Construction of Paradip-Numaligarh Crude Oil Pipeline of 1635 km in Length and 8 MMTPA Capacity:
The required additional quantity of crude oil is planned to be imported through Paradip Port in Odisha. A cross-country pipeline of around 1635 km shall be laid from Paradip Port to Numaligarh for transporting 8 MMTPA of imported crude. Approved cost of the project is Rs. 11,407 crores. As on 31st March 2026, the physical progress is 92.1% and financial progress is 94.43%.
2. Petrochemical Project: The project involves setting up of a 360 KTPA Poly Propylene Unit (PPU) and its associated facilities at Numaligarh. The approved cost for the project is Rs. 7,231 crores. The entire project will be integrated with the units being set up as part of Numaligarh Refinery Expansion Project (NREP). VGO Hydrotreating facilities will be part of the RPTU (Residue Processing and Treating Unit) being set up under NREP. Propylene Recovery Unit will be set up downstream of PFCC (Petro Fluidized Catalytic Cracker) unit of NREP for separation of Propylene which will be a feedstock for Polypropylene Unit. Post implementation of the project, Petrochemical Intensity Index (PII) of NRL will be 3.88%. Environment Clearance of the project has been obtained, and EIL is onboarded as EPCM for the project. Project is targeted to be completed in FY 2027-28. The foundation stone of the project was laid on 14.09.2025 at Numaligarh, Assam by Hon'ble Prime Minister Sh. Narendra Modi. As on 31st March 2026, the physical progress is 7.2% and financial progress is 41.50%.
3. North East Gas Grid (JV Investment): NRL is a partner with 20% stake in the JV company - Indradhanush Gas Grid Limited (IGGL) which is executing the North East Gas Grid project to lay Natural Gas Pipeline of 4.75 MMSCMD capacity. The project is approved for implementation by the Govt. of India at a cost of Rs. 9,265 crore which includes a Viability Gap Funding of 60%. As on 31.03.2026, the overall physical progress has reached 87.30% and financial progress has reached 72.19%.
