Tucked between the charming vistas of the Brahmaputra valley and the Barak valley, in the district of Golaghat, Assam is the small town of Numaligarh – home to North-East’s growth engine Numaligarh Refinery Limited (NRL). Built over nearly two decades ago to produce oil and energy and also to provide impetus to the industrial and economic development of the region, NRL was the birth-child of the historic Assam Accord signed in 1985 by the Government of India and the leaders of the Assam movement. NRL is more than an industrial entity; it is an emotion, a bond, an identity which represents this region in the global front.
The 3 MMTPA Numaligarh Refinery Limited was dedicated to the Nation by the erstwhile Hon'ble Prime Minister Shri A. B. Vajpayee on 9th July, 1999. A Mini Ratna Category-I PSU, NRL has transformed to a rapidly growing conglomerate handling petroleum oil, natural gas and by-products to spreading its reach to neighbouring countries and beyond since its commencement of commercial production in October, 2000. There has been no looking back for the Company ever since. NRL is the major stakeholder to fulfil India's ‘Hydrocarbon Vision 2030 for the North-East’. In January, 2019 the Govt. of India approved its prestigious capacity expansion from 3 MMTPA to 9 MMTPA at an estimated project cost of Rs. 22,594 crore which includes a crude pipeline project from Paradip Port, Odisha to Siliguri, West Bengal and from Siliguri to Numaligarh, Assam and a product pipeline from Siliguri to Parbatipur, Bangladesh. It has also received the NOC from MOEF&CC on 27th July, 2020 for its expansion project. The Company is also laying a Trans National Indo-Bangladesh Pipeline and is the first in the world to set up a 2G Ethanol Plant from bamboo bio mass in joint venture at Numaligarh, Assam besides being the largest producer of paraffin wax in the country.
