NRL ventures into External Commercial Borrowing(ECB) from SBI

NRL dedicated a 20-seater passenger boat to the people of Majuli- the world’s largest riverine island nestling in the lap of the mighty Brahmaputra in Assam, which is also famous for its Xatras- the seat of Vaishnavite culture and tradition of Assam propagated by revered Assamese saint - Srimanta Sankardeva.

The boat was handed by Mr. Dipak Chakravarty, Managing Director, Numaligarh Refinery Limited to the Majuli Civil Administration on 4th May, 2013 at Kamalabari Ghat in Majuli on the banks of river Brahmaputra in presence of Hon’ble Minister of Water Resources, Govt. of Assam, Shri Rajib Lochan Pegu; DC Jorhat Shri R.C. Jain; SP Jorhat Ms. Sanjukta Parashar; SDO (Civil), Majuli Ms Laya Madduri, senior officials of NRL and District Administration and prominent citizens of Majuli represented by various socio-cultural organizations.

The boat will ferry passengers between Neematighat in mainland Jorhat to the banks of Majuli cutting down commuting time and offering better comfort than the conventional ferry service that remains the only mode of communication with the mainland for the common people of Majuli.
The boat weighing 2.00 MT was manufactured by M/s Matha Marines, Kochi, Kerala. The boat is 12 m in length with two out board 140 HP engines. Considering the safety aspect of the onboard passengers, the boat is well equipped with 4 numbers of Life Buoy and sufficient numbers of Life jackets.

This is the second such significant initiative of the Company for the people of Majuli adopted under its Corporate Social Responsibility (CSR) policy which focuses on improving the socio- economic condition of the State and the Region. The Company had in the year 2009 dedicated an Ambulance Boat to the people of Majuli facilitating immediate access to preliminary first aid and faster connectivity for medical treatment in the mainland, which has since revolutionized the health care sector of the State. Inspired by the success of this initiative, the Govt. of Assam has introduced similar ambulance service in other water ways of the state.

Numaligarh Refinery Limited (NRL) signed an agreement with State Bank of India on 27th April 2013 to raise US$ 90 Million to finance its Capital Projects. The Agreement was signed at the NRL Registered office at Guwahati between Director( Finance), NRL Mr. Nilmoni Bhakta and AGM SBI Commercial Branch Guwahati, Mr. P.K. Mohanty in presence of Director(Technical) NRL Mr. S R Medhi, General Manager SBI Mr. Mahendra Aditya Sahu and senior officials of NRL and SBI.

This will be NRL’s biggest financing deal since commissioning of the refinery in the year 2000. The Company has for the first time accessed the route of dollar denominated financing in a big way through External Commercial Borrowing(ECB). ECB source has been tapped as it is the most efficient and convenient mode of financing since it is dollar denominated and therefore the cost of borrowing will be much lower for NRL. SBI underwrote ECB at a competitive bidding and loan will be syndicated by its London Branch.

NRL will be utilizing this borrowing primarily to part finance its ongoing Wax Project at its Refinery Complex in Numaligarh, Assam. Estimated cost of Wax Project is Rs 577 crores with foreign exchange component of Rs. 80 crores. The plant is scheduled to be commissioned within the current financial year.

Moreover, this project funding experience shall be handy when NRL embarks upon its ambitious project of Refinery Expansion from the current 3 MMTPA to 8/9 MMTPA , which is actively being pursued.

Numaligarh Refinery Limited celebrated its 21st Foundation Day on 22nd April, 2013. The Company has completed 20 years of its eventful and glorious existence ever since it came into being in the year 1993, in fulfillment of the commitment made in the historic ‘Assam Accord’. In its exciting journey, it has traversed many important milestones and faced seemingly insurmountable challenges upfront emerging a pan Indian business enterprise with a global outlook, imbibing the best business practices and a value system based on trust, honesty and integrity. The Company has contributed significantly in the socio-economic development of Assam and the region.

NRL day was celebrated with aplomb in all locations of the Company viz. Guwahati, Numaligarh, Delhi, Kolkata and Siliguri, where employees congregated to observe this special day. At the functions held in its registered office in Guwahati, NRL day Pledge was taken by the employees in Assamese, Hindi and English. This was followed by rendition of the NRL Theme song, which captures the spirit of the Company’s march towards building a refinery at Numaligarh, thereby laying the foundation for a strong and vibrant enterprise. In his message MD NRL, Mr. Dipak Chakravarty apprised the employees about the latest developments in NRL and the road ahead, while sharing his thoughts and vision about the Company . He also urged them to continue in their quest for excellence in all spheres of activities, while maintaining the highest standards of moral and ethical work practices and contribute meaningfully to the society at large.

As a run up to the NRL Day Celebrations at NRL Township, Numaligarh, a marathon was organized in the morning hours of 21st April, 2013 where employees and families participated with great enthusiasm and in large numbers. This was followed by a cultural procession by the Township denizens representing the ethnic diversity of the State and region in all its hues. A community feast was also organized in the evening which evoked and enhanced a sense of camaraderie amongst the members of the close knit NRL family.

Mr. Dipak Chakravarty, Managing Director, Numaligarh Refinery Limited has been conferred the ‘CEO with HR Orientation’ award at the recently concluded Global HR Excellence Awards, organized by Institute of Public Enterprises.

Mr. Chakravarty received the award at a glittering awards ceremony held at Mumbai on the 17th of February 2013 in presence of a host of luminaries comprising of CEOs and HR Heads from different organizations across the globe. This coveted award which comprises of a citation and trophy aims at benchmarking talent and HR practices and is conferred on individuals who have surpassed several levels of excellence and have set an example by being a role model and an exemplary leader through organization development, leadership, innovation and change management.

In his speech, Mr. Dipak Chakravarty dedicated the award to all the employees of NRL. He enunciated the fact that the strength of Numaligarh Refinery Limited or any successful Company lies in its work force and developing, caring and motivating them is one of the most important jobs of an HR professional. Mr. Chakravarty also thanked IPE for recognizing the efforts made by a Company from the far flung corner of the Country.

Numaligarh Refinery Limited was conferred the prestigious ‘Corporate Social Responsibility Award(CSR) 2012’ by Subir Raha Centre of Corporate Governance under the head ‘Community Development’ for its persistent efforts in adopting and implementing CSR schemes for the community in its neighborhood as well as the region as whole. The award, endorsed by World CSR Congress was given away at a glittering function held in Hyderabad on 7th December, 2012 and was received by the NRL team comprising of Mr. Bruno Ekka, General Manager (HR) and Mr. P. K. Sarma, Manager (CSR). This award comes within a span of less than 15 days of the company being awarded the ‘IPE CSR Corporate Governance Award 2012’. It is indeed is a big boost for the company to be conferred two CSR awards in quick succession and is clearly a genuine manifestation of its untiring efforts in adopting and implementing meaningful CSR schemes, which it values greatly.

The Subir Raha Centre of Corporate Governance was established in the memory of the former CMD of ONGC who championed the cause of good corporate governance in India and is into research on Corporate Governance and providing policy inputs to industry, government and executives.

Since its inception, NRL has been focussed in improving the lives of the community surrounding its Refinery through its persistent CSR efforts. The Company has been adopting schemes and practices which would bring maximum benefit to the targeted groups. The focus areas of NRL’s CSR initiatives are Agri Allied/Income Generation Activities; Education; Infrastructure; Health and Promotion of Art/Sports/Literature & Culture.

 NRL has been awarded the "IPE CSR Corporate Governance Award 2012" for its persistent  efforts in adopting and implementing Corporate Social Responsibility (CSR) schemes benefitting people residing in its neighbourhood as well as the region as whole. The award was conferred at a function held in Mumbai  on 24th November, 2012 and was received by the NRL team comprising of Mr. Nilmoni Bhakta, Director (Finance), Mr. Bruno Ekka, General Manager (HR) and Mr. P. K. Sarma, Manager (CSR).

The award has been instituted by the Institute of Public Enterprise (IPE), Bangalore and endorsed by World CSR Congress, CMO Asia & Asian Confederation of Business. The Institute of Public Enterprise (IPE), Hyderabad is devoted to systematic and sustained study of issues relevant to the formulation, implementation, review, monitoring and assessment of policies and programs concerning public enterprises.

 

NRL Bags Greentech Environment Award- 2012

Numaligarh Refinery has been honoured with the prestigious Greentech Environment Award-2012 under “Gold Category" by Greentech Foundation, New Delhi in recognition of its outstanding performance in Environment Management in the petroleum refining sector. The award was received by Mr. Dipak Chakravarty, Managing Director, NRL along with other officials of the Company on 29th October, 2012 at the 13th Annual Greentech Environment & CSR Conference held at Hyderabad. Mr K Saran, President, Greentech Foundation and Mr. A K Hazarika, Director Onshore (Retd.), ONGC Limited presented the award to the NRL team.

It may be mentioned that the award is presented to companies/units demonstrating highest level of commitment to Environmental Management and aims to recognise exemplary operations, systems and the evidence of their impact to business vitality.  A genuine manifestation of the dedication and motivation of the workforce on a sustained basis on the Environment front, the award shall  serve as a boost to carry forward the green initiatives undertaken by the Company with more zeal and vigour

 

NRL observes Vigilance Awareness Week

Vigilance Awareness Week, 2012 was observed at Numaligarh Refinery Limited in a befitting manner and with great enthusiasm from 29th October to 03rd November 2012 in line with directive from Central Vigilance Commission with the theme “Transparency in Public Procurement”.

The observance of Vigilance Week in NRL commenced with the pledge taking ceremony on 29th October 2012 at 11 AM at the Administrative Building of the Refinery in presence of Sri N Bhakta, Director (Finance), Sri SR Medhi, Director (Technical) and other employees of the organization. Messages from Honorable President of India and other dignitaries were read out in the same function. Similar pledge was also taken by employees posted at other offices of NRL located at Guwahati, Siliguri, Kolkata and Delhi. Other awareness activities like display of posters and banners, Slogan and Essay competitions among NRL and CISF employees and their spouses, invitation of suggestion from employees for improvement of systems and procedures, vigilance interaction session with employees etc, were also organized during the Vigilance Awareness week.

The main function of the Vigilance Awareness week was held on 2nd November 2012 in the refinery, which was presided over by Sri Dipak Chakravarty Managing Director, NRL. Among others, Sri N Bhakta, Director (Finance), Sri SR Medhi, Director (Technical), Sri D Ghosh, GM (Operations), Sri MR Baruah, GM (Technical Service), Sri AK Bhattacharya, GM (Marketing BD & CP), Sri SK Barua, GM (Finance), and Sri NK Sarma, Chief Manager (Vigilance) were present in the function. The winners of various competitions organized during the vigilance week were also rewarded in the same function.

Observance of the Vigilance Awareness week in NRL concluded on 3rd Nov 2012 with a vigilance awareness session organized at CISF campus in presence of the Assistant Commandant, CISF, and the vigilance functionaries, wherein importance of vigilance was briefed to the CISF personnel.

Numaligarh Refinery Limited has paid an amount of Rs. 9.08 crores as dividend for the financial year 2011-12 to the Govt. of Assam for its equity holding of 12.35% in the Company. The dividend cheque was formally handed over to Shri Tarun Gogoi, Hon’ble Chief Minister of Assam by Mr. Dipak Chakravarty, Managing Director NRL on 16-10-12. Also present on the occasion were Shri R.T. Jindal, Principal Secretary (Industries & Commerce), Govt. of Assam and senior officials of NRL.

The resolution of declaring a dividend of 10% to NRL shareholders for the year 2011-12 was adopted in the 19th Annual General Meeting of the Company held on 07-09-12 at Guwahati. Other than the dividend amount, the contribution by NRL to the Assam Govt. Exchequer during the year was to the tune of Rs. 556 crores.

It may be mentioned that during the year 2011-12, NRL recorded the highest ever sales turnover of Rs. 14,027.75 crores registering a growth of 56.4% over previous year’s turnover of Rs. 8,972.19 crore

The 19th Annual General Meeting of shareholders of NRL was held at Hotel Brahmaputra Ashok, Guwahati on Friday, the 7th of September, 2012. A dividend of 10% (`.1.00 per equity share of ` 10.00 each) for the year 2011-12 on the paid up share capital was declared. The Meeting was presided over by Sri R.K.Singh, Chairman and Managing Director Bharat Petroleum Corporation Limited (BPCL) and Chairman, NRL and was attended by Mr. Dipak Chakravarty, Managing Director, NRL and other members of the NRL Board. During the year 2011-12, the refinery processed highest ever quantity of crude oil of 2825 TMT against 2250 TMT in the previous year, achieving an increase of 25.6 %. Total sales volume of NRL grew by 27.7% to 2728 TMT compared to 2137 TMT in the previous year. The Company’s net worth as on 31st March, 2012 stands at ` 2699.26 crores compared to ` 2601.06 crores at the end of the previous year. NRL, during 2011-12 recorded the highest ever sales turnover of ` 14,027.75 crores recording a growth of 56.4% over previous year’s turnover of `. 8,972.19 crores. However, profitability was affected primarily due to the negative impact of duty restructuring in June 2011. The Company’s Profit Before Tax (PBT) was recorded at ` 287.46 crores and Net profit at ` 183.70 crores. The Gross Refining Margin (GRM) during 2011-12 was $11.97 per bbl against previous year’s GRM of $ 15.39. The total dividend to be paid by NRL for the FY 2011-12 to its shareholders, namely M/s BPCL, M/s OIL and Govt of Assam would amount to `. 73.56 crores. Govt. of Assam shall receive ` 9.08 crores as dividend for its equity of 12.35% in NRL. During the year, NRL contributed ` 859.60 crores to the Central Exchequer while contribution to the Assam Govt. Exchequer was to the tune of ` 555.92 crores . On the physical front, NRL achieved its best ever physical performance during the year. Besides highest ever processing of 2825 TMT crude against 2250 TMT in the previous year, the distillate yield (yield of high value liquid petroleum products) of NRL during the year was recorded at 91.52%, which was the highest in the Indian refining industry. The refinery’s Specific Energy Consumption, a measure of energy efficiency in operation, during 2011-12 was recorded at 59.7 MBN. During 2011-12, natural gas utilisation facilities at the Hydrogen Unit were successfully commissioned. Utilisation of natural gas has not only contributed in improving distillate yield but has also reduced operating costs. On the safety front, the refinery recorded 18.27 million LTA free man-hours (10 years 01 month) as on 31st March, 2012. On retail marketing front, NRL’s per pump throughput (PPT) during 2011-12 was 277 KL per month in the North East against 270 KL per month in the previous year. PPT for ROs outside the North East was 275 KL per month compared to 252 KL per month in the previous year. However, due to unsustainable continued retail marketing under-recovery, NRL’s Retail Network is being handed over to its holding Company Bharat Petroleum Corporation Ltd. NRL faces several challenges like sub-economic size of the refinery, inadequate availability of crude oil in North East, locational disadvantage considering its location in a product surplus zone. Realizing the need for long term sustenance and growth, NRL has planned for expansion of refining capacity from 3.0 MMTPA to 8.0/9.0 MMTPA together with the option of sourcing and transporting the additional crude oil through a pipeline. NRL is also exploring possibilities for diversification into sectors with promising potential such as power generation, pipelines, exploration and production. The refinery’s location in close proximity to countries like Bangladesh, Bhutan and Myanmar presents another opportunity of natural markets for its products. For all such project activities an amount of ` 8,955 crores have already been provided in the 12th Five Year Plan Outlay. The Company is also pursuing a broad array of growth opportunities by way of implementing several value added projects. The ` 577 crores Wax project envisages production of high value low volume Paraffin and Micro-Crystalline Wax utilizing inherent properties of North East Crude. The project is scheduled for completion by December 2013. The Naphtha Splitter Project involving a project cost ` 87 crores has been taken up for production of 160 TMT annually of petrochemical grade Naphtha, which would be supplied as feedstock to the Assam Gas Cracker Project. The project is targeted for completion in third quarter of 2012-13. Besides these, NRL has 10 % equity participation in the joint venture company Brahmaputra Cracker and Polymer Ltd. which is implementing the Assam Gas Cracker Project and 26 % equity participation in DNP Limited which has commissioned a pipeline from Duliajan to Numaligarh. In its pursuit to be a technology savvy company, NRL has successfully implemented B2B (Business to Business) process with Oil India Limited for purchase of crude oil and sale of products. This initiative has resulted in savings in time, effort and money. This is the first event of B2B implementation between an upstream company and a downstream company in the oil industry. Product exchange process between NRL and Other Oil Marketing Companies viz. HPCL and IOCL has also been successfully automated through B2B transactions over ERP systems during 2011-12. In its quest for environmental excellence and continual improvement, the refinery has taken up several initiatives employing state-of-art technologies. During 2011-12 NRL was re-certified against ISO 14001 under environment management systems. During the year, 100% treated effluents were reused ensuring zero discharge of effluents from the refinery as well as from the township- thereby ensuring a cleaner, greener environment. NRL’s commitment towards the environment has been aptly rewarded when the Company received the Greentech Environment Award 2011 under gold category. Also, the CIDC Viswakarma Award 2011 under best project category was received by NRL for implementation of the Diesel Quality Upgradation Project.

While NRL continues to march ahead towards progress and growth, its commitment for promoting socio-economic development of the region has been growing stronger with time. The Company continues to implement definitive measures for improving the lives of the people in neighboring areas of the refinery as well as in Nort East through innovative and people friendly programmes.

As in the previous years, Numaligarh Refinery Limited has come forward with financial help for taking up various welfare works and relief operations by the State machinery. The Company has contributed an amount of Rs. 20.00 lakhs to the Chief Minister’s Relief Fund, Assam for the cause of victims of the devastating floods that has gripped the State this year. The cheque was formally handed over to Shri Tarun Gogoi, Hon’ble Chief Minister of Assam by MD NRL , Mr. Dipak Chakravarty at Guwahati on 09-07-12 in presence of Principal Secretary (Finance), Govt. of Assam, Mr. H.S Das; Director (Finance) NRL, Mr. Nilmoni Bhakta; Director (Technical) NRL, Mr. S.R. Medhi and senior officials of NRL.

NRL Football Academy opened yet another new chapter in the history of Assam Football when the state –of-the-art infrastructural facility was inaugurated in the premises of Numaligarh High School by Shri Dipak Chakravarty, Managing Director, NRL on 25.06.2012, in presence of Sri Sanjib Gohain Baruah, DC Golaghat, Sri Ankur Dutta, AFA Secretary and other distinguished guests. The academy will run under the professional expertise of SPT Sports Management Pvt Ltd, Bangalore and Assam Football Association. The academy has appointed Mr. Oscar Bruzon Barrears, UEFA ‘A’ licensed professional coach from Spain as a Technical Director of the academy. Mr. Oscar Bruzon Barrears, who was also a professional player was also present on the occasion. He will be assisted by one chief coach, an assistant coach and a physio.

Forty young boys in the age group of 10 to 12 years within 10 Km radius of the refinery were selected and inducted in the academy. These young boys would be imparted professional European style training under the supervision of Mr. Oscar Bruzon Barrears. This one of a kind academy has been the dream of Sri Dipak Chakravarty, MD, NRL. In his speech he appraised the distinguished gathering about the importance being laid by NRL in CSR activities. He also hoped that in the near future NRL Football Academy would be instrumental in churning out quality players for the State as well as the country. Football gear provided by NRL were distributed to the selected trainees by the distinguished guests. The discipline and professionalism of the European coach was evident when he stuck to his schedule and started the training after the inauguration program was over, despite inclement weather and heavy downpour..

Numaligarh Refinery Limited today handed over a reward of Rs. 3 lakhs to Mr. Shiva Thapa, the pugilist who did the state proud by becoming the youngest boxer to clinch a berth in the Indian boxing squad for the forthcoming London Olympics of July 2012. It may be mentioned that NRL has been Shiva Thapa’s official sponsor since July 2011. NRL has further announced a reward of Rs. 1 lakh, Rs. 2 lakhs and Rs. 3 lakhs respectively on Shiva winning a bronze medal, silver medal or gold medal respectively at the Olympic games.

At a function held in the Registered office of NRL today i.e 16th April, 2012, the young Shiva was felicitated by NRL officials in presence of officials from the Assam Boxing Amateur Association and members of the press and media.

NRL Implements B2B process with OIL. Numaligarh Refinery Limited has achieved another milestone in its Information Technology initiatives by implementing B2B (Business to Business) process between NRL and Oil India Limited. Additional Secretary to Ministry of Petroleum & Natural Gas, Government of India, Mr. Sudhir Bhargava graced the inaugural function on 5th April 2012 at Duliajan HQ of M/s. Oil India Limited, in presence of Mr. N.M. Borah, Chairman & Managing Director, OIL, Mr. T.K. Ananth Kumar, Director (Finance), OIL, Mr. Nilmoni Bhakta Director (Finance) NRL, Mr. N. K. Bharali, Director (HR&BD), OIL, Mr. S. Rath, Director (Operation), OIL and other senior officials of both the companies. This is first ever implementation of B2B between a upstream and a downstream oil company for automating crude-oil transaction process using Electronic Data Interchange (EDI) mode through internet based technology, which will ensure accuracy and instantaneous business data exchange between OIL and NRL.

In the mean time, NRL has implemented B2B process for petroleum product marketing activities with other oil companies, namely, Bharat Petroleum Corporation Limited, Hindustan Petroleum Corporation Limited and Indian Oil Corporation Limited, during last year. These e-commerce initiatives have been taken by NRL to ensure transparency and efficiency in its business matters. Apart from implementing B2B between Oil Marketing Companies and with OIL, NRL has been leveraging IT through other vital business processes like e-Payment to suppliers and service providers, e-Collection from customers, e-Procurement of material and services etc. NRL today is performing almost 99% of its business transactions over e-Commerce supported by SAP, the state-of-the art ERP solution in an ISO-27001:2005 certified environment.

To sustain in a flat world created by the confluence of technology, globalization, demographics and economic opulence of nations, operational excellence is the strategy to do the things differently to maintain the edge. NRL has been constantly endeavoring to stand ahead by implementing new systems and technology.

NRL Conference Hall was inaugurated on 21 March, 2012, at the Vivekananda Kendra Institute of Culture premises in Uzan Bazar,
Guwahati.

The Conference Hall, sponsored by the Numaligarh Refinery Ltd., is meant to facilitate small gatherings with a seating capacity of thirty. The Conference Hall was inaugurated by Shri Dipak Chakravarty, Managing Director, NRL, in the presence of Mananeeya Shri A. Balakrishnanji, Vice President, Vivekananda Kendra Kanyakumari and Shri Dipok Kr. Barthakur, Chairman, VKIC.

Speaking on the occasion Shri Balakrishnanji recalled the close relationship between Vivekananda Kendra and the NRL. The latest VKIC Publication, The Main Ceremonies of the Khasi was also released on the occasion by Shri Dipak Chakravarty. The book was translated by Bijoya Sawian from the original Khasi written by K.S. Marbaniang, Sitimon Sawian and Wallamphang Roy.

Addressing the gathering, Sri Dipak Chakravarty said that for the NRL, corporate social responsibility is not something imposed; it is a duty discharged from the heart. The association with the Vivekananda Kendra dates back to 1997 when the NRL was being set up and the Management was keen that value-oriented service is needed not only in the township but in the environs especially in the field of health. The Kendra responded and the NRL appreciates the dedication and selflessness of the Vivekananda Kendra, he said. With the inauguration of the conference hall, he looked forward to the association with the VKIC, he said.

Earlier on the occasion, Shri Pauranikji, Principal, Veda Vidyalaya consecrated the NRL conference Hall and Shri Dipok Kr. Barthakur delivered the Welcome Address.

NRL implements Vehicle Tracking System(VTS)

NRL climbed a few notches higher on the technological trajectory by implementing the Vehicle tracking system for Tank Trucks(TT) carrying NRL products from the its terminals located near the Refinery and at Siliguri to its various Retail outlets. This modern software system has been implemented in association with M/s Microtechnologies India Pvt. Ltd.

The NRL VTS website was officially launched on 23rd Feb’ 2012 by Mr. A. K Bhattacharya, GM (Marketing, BD and CP) at NRL Guwahati Marketing office. The VTS was installed on all 111 nos. of TTs presently running at NRMT and 3 TTs at SMT.

The Vehicle Tracking System is a web based application that can be browsed with secure authentication. The VTS shall help users to track real time details of their vehicles on maps provided in the application. Users can view their vehicles and can monitor their performance on map. The product is aimed to cater to a large fleet of Tank trucks owned by NRL and would be used to monitor the movement of the vehicles. The product has a special module for Live Vehicle Tracking that allows the NRL authorized users to view the movement or activities of their vehicles. The vehicle tracking is done through GPS and GSM/GPRS network. The system will give exception alerts on unauthorized halts. User can get information about current location of vehicle. User can also generate various MIS reports. Alerts like Email/SMS can be escalated as set for the Transit, Stoppage, Speed Violation, Geofence Violation, Destination Arrival, and No GPS.

US Ambassador visits Numaligarh Refinery

US Ambassador to India, Mr. Peter A Burleigh along with his entourage visited Numaligarh Refinery on 21-02-2012 as part of his trip to the region for exploring investment opportunities in the region. Ambassador Burleigh was accompanied by Consul General Dean R. Thompson and members of staff from the US Consulate General at Kolkata.

Upon arrival at the Refinery, the US delegation was accorded a warm welcome by Director ( Technical) NRL, Mr. S.R. Medhi and senior officials of the Company. Thereafter, the team was taken on a brief tour to the Refinery where they were familiarized with various plant units including the state of the art Hydrocracker unit which runs on technology imported from M/s Chevron, USA. The Ambassador interacted with senior officials of the company at the Conference hall of the Admin Building. A presentation covering various facets of NRL was made to the visiting delegation. Thereafter, deliberations on the possible areas of collaboration specially in the field of technology transfer was held where valuable inputs and information were exchanged between the visiting delegation and NRL officials .

The team was also taken to the Butterfly Valley-the unique eco system comprising of a diverse flora and fauna and rare species of butterflies located within the NRL Township premises.

NRL achieves Safety feat

NRL completed 10 years of Loss Time Accident (LTA) free operations today i. e the 18th of February, 2012. This implies that the Company has completed 10 years without any loss time accident. This is an outstanding Safety achievement and a major milestone for an Oil Company which is vulnerable to various kinds of safety hazards. Achieving this extraordinary distinction manifests itself as an ample reflection of the robust safety Management Systems in place in NRL and the true spirit in which it is implemented wholeheartedly by all employees and stakeholders viz. contractors, suppliers, contract workmen alike. MD NRL, Mr. Dipak Chakravarty congratulated all employees on achieving this incredible distinction.
NRL has always been a frontrunner in achieving appreciable achievements in the field of safety and has won many National recognitions in the form of awards and accolades for achieving distinction in Safety Management. Recently, the Company was awarded the ‘Certificate of Appreciation’ in the Manufacturing sector by the National Safety Council of India, the apex body under the Government of India formed to generate, develop and sustain a voluntary movement on Safety, Health and Environment (SHE) at the national level.

In a glittering award ceremony at Srinagar, the coveted award was presented to NRL officials by Mr. R.H. Khwaja, IAS, Secretary Tourism, Govt. of India and Mr. Kamaleshwar Sharan, President, Greentech Foundation.

NRL PAYS RS. 13.62 CRORES AS DIVIDEND FOR 2010-11 TO GOVERNMENT OF ASSAM

Numaligarh Refinery Limited has paid an amount of Rs. 13.62 crores as dividend for the financial year 2010-11 to the Govt. of Assam for its equity holding of 12.35% in the Company. The dividend cheque was formally handed over to Shri Tarun Gogoi, Hon’ble Chief Minister of Assam by Mr. Dipak Chakravarty, Managing Director NRL on 19-10-11 at the Chief Minister’s official residence at Guwahati . Also present on the occasion were Shri H.S Das, Principal Secretary( Finance), Govt. of Assam and senior officials of NRL.

The resolution of declaring a dividend of 15% to NRL shareholders for the year 2010-11 was adopted in the 19th Annual General meeting of the Company held on 09-09-11 at Guwahati. Other than the dividend amount, the contribution by NRL to the Assam Govt. Exchequer during the year was to the tune of Rs. 263 crores .

It may be mentioned that during the year 2010-11, NRL achieved a record sales turnover of Rs. 8,972 crores recording a growth of 13.9% over previous year’s turnover of Rs. 7,874 crores.

NRL signs MoU

NRL today signed an MoU with Transparency International India (TII) to implement an ‘Integrity pact’ with its business partners viz. suppliers and contractors of goods and services. This is a step towards further strengthening and formalising the existing practices of fair and transparent dealings between the company and its suppliers ,contractors and customers. The MoU was formally signed by NRL MD Mr. Dipak Chakravarty and Transparency International India Chairman, Mr. P S Bawa, in presence of Director(Finance) NRL, Mr. N Bhakta; Director TII Mr. A Mishra; Independent External monitors nominated by CVC- Mr. Bhaskar Barua, IAS (Rtd.) and Mr. B K Gogoi Ex-CMD BRPL; vendors’ representatives and senior officials of NRL in the Corporate Office of the company at Guwahati. It is pertinent to mention that NRL is the 41st company in India to enter into such an MoU with TII for implementation of integrity pact.

As part of its business cycle, NRL does business with a number of domestic and international bidders, contractors and suppliers of goods and services. While doing so, NRL is committed to fostering the most ethical and corruption free business environment in all its dealings.

Transparency International India (TII) is the accredited India chapter of Transparency International, an international civil society organisation based at Berlin that has turned the fight against corruption into a worldwide movement. TII is part of the Asia Pacific forum comprising 20 nations that include China, Sri Lanka, Bangladesh, Pakistan, Maldives and others. TII is a non-government, non-party and not-for-profit organisation of Indian citizens with professional, social, industrial or academic experience seeking to promote transparent and ethical governance and to eradicate corruption with a vision to create a corruption-free India, so that the poor do not lose their voice to corruption and a mission to lead and support a committed effort to improve transparency and accountability by eradicating corruption through widening of knowledge and catalyzing action. The priority areas of its engagement is
good governance, research, capacity building, communication and advocacy,
participatory monitoring, engaging with Government, private sector and NGOs

This is yet another initiative taken by NRL in its pursuit of adopting the best Corporate governance practices. NRL approached TII voluntarily for signing of the integrity pact which they acceded. A two member panel of independent external monitors comprising of Mr. Bhaskar Barua, IAS (Retd.), Ex-Secy, M/o Agriculture and Cooperative and Mr. B.K.Gogoi, Ex-CMD , Bongaigaon Refinery and Petrochemicals Ltd. who have been nominated by the Central Vigilance Commission will oversee/monitor the implementation of the integrity pact and its effectiveness. DGM(Commercial) NRL Mr. D. Choudhury has been appointed the nodal officer in NRL to facilitate interactions between NRL and TII.

The 18th Annual General Meeting of NRL was held at NRL’s registered office at G.S Road, Guwahati on Friday, the 9th of September, 2011 where a dividend of 15% (`.1.50 per equity share) for the year 2010-11 on the paid up share capital was declared. The Meeting was presided over by Sri R.K.Singh, Chairman and Managing Director Bharat Petroleum Corporation Limited (BPCL) and Chairman, NRL and was attended by Mr. Dipak Chakravarty, Managing Director, NRL and other members of the NRL Board.

During the year 2010-11, NRL achieved a record sales turnover of ` 8,972 crores recording a growth of 13.9% over previous year’s turnover of `. 7,874 crores. The Gross Refining Margin (GRM) during 2010-11 also increased to $15.39 per bbl compared to $11.19 per bbl during 2009-10 which also compares favourably with other refineries in the country. The Company’s Profit Before Tax (PBT) was recorded at `.415 crores , a 14.6 % increase over last year’s figure of Rs. 362 crores. Net profit at `. 279 crores rose by 20.3% over last year’s corresponding figure of Rs. 232 crores. The total dividend to be paid by NRL for the FY 2010-11 to its shareholders, namely M/s BPCL, M/s OIL and Govt of Assam would amount to `. 110.34 crores. Govt. of Assam shall receive ` 13.62 crores as dividend for its equity of 12.35% in NRL. During the year, NRL contributed `. 792 crores to the Central Exchequer while contribution to the Assam Govt. Exchequer was to the tune of `. 263 crores .

On the physical front , in the year 2010-11, Numaligarh Refinery processed 2.25 Million Metric Tonnes (MMT) of crude oil. Distillate Yield (yield of high value liquid petroleum products) of NRL during 2010-11 was recorded at 84.7% . By virtue of adopting advanced technologies such as extreme high pressure-temperature hydrocracking, NRL’s Distillate Yield is one of the highest amongst refineries in the country. The refinery’s Specific Energy Consumption, a measure of energy efficiency in operation, during 2010-11 was recorded at 69.0 MBN. The refinery also sustained its impeccable safety performance by registering ‘Nil’ record of major fire/ LTA(Loss Time Accident) during the financial year 2010-11 and cumulatively achieved more than 9 years of accident free operations.

On retail marketing front, NRL’s per pump throughput (PPT) during 2010-11 was 270 KL per month in the North East and 252 KL per month on all-India basis. NRL’s retail market share in North East has reached 13%.Significantly, more than 90% of NRL’s retail sales are through outlets certified by M/s DNV against stringent Quality & Quantity protocols.

For long term sustenance and growth, NRL continues to pursue several value added projects. During the year, NRL implemented the prestigious Diesel Quality Upgradation project within the approved project cost of `.435 crores making it the first refinery in the State to produce Euro-IV grade High Speed Diesel conforming to the stringent parameters laid down by the Auto fuel policy of the Govt. of India. Besides, NRL was also the first amongst other refineries in the State to produce Euro-IV Motor Spirit (Petrol). With this, NRL’s product mix includes both Euro-III and Euro-IV MS and HSD. Various other modernization and value addition projects related to operational energy improvement and environmental upgradation were commissioned by the company during the year. On completion of the Duliajan-Numaligarh Natural Gas Pipeline implemented by M/s DNP Limited, NRL has now started utilizing Natural gas by replacing the Naphtha into the refinery for power generation and hydrogen production, thereby improving energy efficiency and curtailing environmental emissions. In the pursuit of implementing CDM( Clean Development Mechanism) projects , the company has initiated action for registering the aforesaid initiative with United Nations Framework Convention on Climate change (UNFCCC) as a CDM Project which is expected to generate carbon credits to the tune of 43 TMT annum and would also help improving the company’s refining margin. Another manifestation of the refinery’s environment friendliness was the installation of the latest LED (Light Emitting Diode) based Online Display Board for Environment Monitoring at the Main Entrance of the Refinery premises. With the launching of this facility, NRL displays online real time data of almost 50 important vital environment parameters such as treated effluent, stack emissions & ambient air quality which are now available 24x 7 in public domain.

The company is now steadily moving ahead with two ambitious value added projects, namely the Wax Project and the Naphtha Splitter Project. The `.577 crores Wax project envisages production of high value low volume Paraffin and Micro-Crystalline Wax utilizing inherent properties of North East Crude. The Rs. 60 crores Naphtha Splitter Unit would produce 160 TMT annually of petrochemical grade Naphtha, which would to be supplied as feedstock to the Assam Gas Cracker Project.

While the company moves forward to achieve new milestones and goals, it has remained proactive in promoting and executing schemes for the socio economic development of the region under its CSR policy. The primary focus areas remains education with special attention on the education of the girl child; Community health; providing clean drinking water and sanitation facilities for the local populace; promoting entrepreneurship amongst the local unemployed youth through skill development programs and promotion of arts, sports and culture in the State . To ensure the effectiveness of its CSR schemes , surveys and social audits are carried out periodically through independent NGOs so that the companies CSR policies are on the right track.

The Company has contributed an amount of Rs. 20.00 lakhs to the Chief Minister’s Relief Fund, Assam for the cause of victims of the floods that has gripped the State. The cheque was formally handed over to Shri Tarun Gogoi, Hon’ble Chief Minister of Assam by MD NRL , Mr. Dipak Chakravarty at Guwahati on 06-08-11 in presence of Principal Secretary( Finance), Govt. of Assam, Mr. H.S Das; Director( Finance) NRL Mr. Nilmoni Bhakta and senior officials of NRL.

Keeping up with its reputation as an learning organisation with a penchant for adopting and assimilating the latest in technogy, NRL recently adopted the state-of-the-art ‘Integrated Access Control System’ . The facility was formally launched by MD NRL , Mr. Dipak Chakravarty at the Numaligarh Refinery. This latest technology will facilitate automatic monitoring & control of movement of employees, visitors, contractors & workers within the Refinery and Marketing Terminal premises of NRL. Supplied, installed and commissioned by M/s. Firepro Systems, Bangalore the system is equipped with sophisticated turnstiles imported from Alvarado, Canada, driven by HID Smarti Controllers and powered by HID Smarti Software. The system will have a built-in Time & Attendance Management, Visitor Management and Security & Gate Pass Management besides Access Control. This advanced facility shall augment the security administration of the Refinery & Marketing Terminal being provided by CISF.
Speaking at the inauguration, MD NRL Mr. Chakravarty emphasized on the need for maintaining this sophisticated system effectively on a long term basis, besides providing his valuable suggestions for future improvement. Director (Finance), NRL Mr. Nilmoni Bhakta also graced the occasion and rendered his valuable suggestions. The inaugural function was largely attended by NRL officials and employees in presence of Mr. S R Medhi, Mr. Dhananjoy Ghosh, Mr. M R Baruah, Mr. A K Bhattacharya & Mr. Bruno Ekka, the General Managers of NRL.
With the launching of this facility, NRL will now be able to manage automatic Head Count inside the installation, tracking of movement of people, time punching, record of all entry exit data, etc. This will go a long way to fulfill the comprehensive access control and security administration of the Refinery and the adjacent Marketing Terminal.

NRL attains another first in adopting the latest in technology

NRL has achieved yet another feat in its endeavour towards adopting the latest in technological know-how and best practices worldwide. An online Monitoring and Diagnostic system for reliability enhancement of Make Up Gas Compressors and Off gas Compressors of the state-of-the-art Hydrocracker Unit of the refinery was formally inaugurated by MD NRL Mr. Dipak Chakravarty recently in presence of senior officials of the company. This system is designed and supplied by M/s Prognost Systems GMBH, Germany in collaboration with M/s Burckhardt Compression (I) Pvt. Ltd. Mr. Narsimha Rao, Managing Director of Burckhardt Compression (I) Pvt. Ltd. also graced the inauguration ceremony.

With this, NRL becomes the first PSU refinery in the country to adopt this latest global technology by implementing the system in retrofit mode. The 3 make-up gas compressors and 2 off-gas compressors of the Hydro-cracker Unit of Numaligarh Refinery which was commissioned about 12 years back had the most efficient state-of-the-art technology built into it. However, ‘On line monitoring for compressors’ at that time was still in its nascent stage and therefore was not inbuilt into the system as it is now.

This facility will certainly increase productivity, safety, unplanned outages and in the long run maintenance cost of the compressors which are the main equipment in running of a refinery. Also, from earlier failure analysis, number of costly turn-around jobs can be avoided since the condition of the critical compressor components viz rider rings, piston rings, piston rods, valves, crosshead, all bearings etc will be known well in advance. This would also cut down the likelihood of catastrophic failures of this critical equipment which leads to negative ramifications in the context of the overall refinery operations. It would also mean multiple benefits in terms of reduced maintenance cost of compressor leading to reduced working expenditure because of less spare part inventory and enhanced machine life in addition to lesser man-hours involvement for maintenance activities.

Condition Monitoring and Diagnostic Tool is an add on facility that improves compressor reliability, adds to its value which is very important in today’s competitive scenario and stringent competitive market scenario. NRL which has always patronized new, clean and value added technology, took all initiatives to implement this technology to reap the benefit to improve reliability of their critical Reciprocating Compressors, the moment this technology was proven reliable elsewhere globally.

MD NRL addresses International Symposium of CLG

MD NRL, Mr. Dipak Chakravarty delivered a presentation at the triennial symposium organized by Global Oil Major and technology provider, M/s. Chevron Lummus Global (CLG) at San Francisco, California, USA in the first week of June’2011. Mr. Chakravarty was invited as a domain specialist to deliver a presentation on NRL’s Hydrocracker Unit Revamp under Diesel Quality Upgradation Project (DQUP), which was well received by the delegates. It may be mentioned that the state-of-the-art hydrocracker unit (HCU) of NRL which runs on technology provided by CLG, USA was recently revamped successfully during commissioning of NRL’s prestigious DQUP. The success story of commissioning of this major project was shared by MD in his presentation.

The international symposium was organized by M/s. Chevron Lummus Global (CLG) for their licensees’ world-over with the objective of appraising about the latest developments made in the field of process technology, catalysts and exotic components and also to share industry experiences & best practices. The symposium also provided a platform for the delegates to interact with one another and have discussion on a one-to-one basis on the latest in available technology.

Other than technology specialists from CLG such as Mr. Leon de Bruyan, Joint MD, , Mr. Chris O’Connor; Operation Specialist; Mr. Michel van der Laan, Technical Consultant ; speakers from other global companies such as Mr. Terry Higgins, Executive Director, Hart Energy; Mr. Jung Hyun Sohn, Process Engineer, GS Caltex;Mr. Krzysztof Wrzesien, Production Manager, LOTOS also delivered their technical presentations at the conference, which was attended by delegates comprising a host of domain specialists & technical experts.

His Excellency, Mr. Pisan Manawapat , Hon’ble Ambassador of the Royal Kingdom of Thailand visited NRL Corporate office at Guwahati on 07-06-2011 as part of his trip to the region for exploring investment opportunities in Assam and the North East. He was accompanied by Ms. Sansirit Tangulrat, Minister Consular, Royal Thai Embassy, New Delhi and Ms. Parinthorn Apimyanunt, First Secretary, Royal Thai Embassy, New Delhi.
A detailed presentation covering various facets of NRL was made by NRL officials to His Excellency, which was followed by the screening of the NRL Corporate film. In depth deliberations on the possible areas of collaboration in the oil sector was held where valuable inputs and information were exchanged between the Thai embassy officials and the NRL Delegation lead by GM(Mktg, CP & BD), Mr. A. K Bhattacharya.
In the visitor’s book, His Excellency commented , ‘ Delighted and grateful for the opportunity to visit and be enlightened about NRL activities. Highly impressed by its standards specially CSR contribution to the people in the areas. Hope NRL will continue to play a substantive role in enhancing connectivity between North East India, Myanmar, Bangladesh and Thailand.’

Observance of World Environment Day at NRL

Along with the rest of the country, NRL observed World Environment Day (WED), 2011 on 5th June in a befitting manner. WED is a powerful medium through which the United Nations fosters worldwide awareness on preservation and protection of environment. As a run up to the celebration of the day, a week long program involving numerous activities in consonance with the objective of raising awareness on environment conservation and related issues was organized. The activities and functions involved NRL employees, contract workmen, local people, CISF personnel and other NRL Associates. The theme of this year’s World Environment Day was ‘Forests-Nature at your Service.’ Attractive and eye catching banners reflecting the theme were displayed at strategic locations in and around the refinery.
An awareness program was organized in the morning hours of 31st May'11 at Pankagaon Girls High School, Kanaighat for the benefit of the students of nearby schools in which the activities/steps undertaken by NRL to preserve and protect the environment were discussed. The program also included a speech competition which was followed by an environmental quiz session. The topics of the speech competition were –‘Responsibility of individuals towards protection of Forests & Nature’. Around 250 students & teachers from around 10 schools of greater Numaligarh area attended the program. The quiz competition was organized by Mr. Jitumoni Saloi and Mr. P N Das from Environment Section, NRL.
Another interesting school program was organized in the morning hours on 1st June'11 at Deopahar ME School. The program included a spot essay competition followed by a drawing competition. The topic of the spot essay competition was ‘Pollution, Protection and Preservation’. The topic of the drawing competition was–“We and Our Environment”. About 200 students & teachers from around 10 schools of greater Numaligarh area attended the program.
A village program was organized at Hatimora Primary School, Rong Bong on 3rd June, 20011. Apart from general environmental issues, various steps undertaken by Numaligarh Refinery to protect the environment and to mitigate the pollution were discussed. The largely attended gathering was addressed by Ms. Rupa Bora, the Head Mistress of the school. To mark the occasion, 1000 saplings were distributed to the villagers and a few saplings were planted at the school premises.
The valedictory function was held at the premises of Fire & Safety Deptt. on 5th June'2011 . Mr. Nilmoni Bhakta, Director (Finance), unfurled the World Environment Day Flag in presence of large gathering. The environmental pledge was administered to the employees by Mr. M R Baruah, GM (Technical Services) in Assamese, Mr. S R Medhi, GM (Finance) in Hindi and Mr. P.K.Bora, General Manager, (C & CC) in English. Mr. P K Das, SM (Env. & QC) delivered the welcome address and Mr. M R Baruah, GM (TS) offered the inaugural speech explaining the importance of the occasion. Director (Finance), Mr. Nilmoni Bhakta formally released the first issue of the quarterly Environment News letter “Prakriti” published by Environment Section of Technical Services Dept. In their speeches, senior officials of the company emphasized on the urgent need and importance of protection & preservation of environment .

Record Sales turnover for NRL in 2010-11, profit up from previous year

Numaligarh Refinery Limited (NRL) posted a record Sales turnover of Rs. 8,972.19 crores in the financial year 2010-11, the highest ever since commissioning of the refinery registering a growth of 13.9% over previous year’s turnover of Rs. 7,874.09 crores. Profit Before Tax (PBT) was recorded at Rs. 414.54 crores , a 14.6 % increase over last year’s figure of Rs. 361.71 crores. Net profit at Rs. 279.26 crores rose by 20.3% over last year’s corresponding figure of Rs. 232.08 crores. The Gross Refining Margin (GRM) during 2010-11 also increased to $15.39 per bbl compared to $11.19 per bbl during 2009-10. The Annual accounts of the Company for the financial year 2010-11 were approved in the Meeting of its Board of Directors recently.

On the physical front, during the year 2010-11, the refinery processed 2250 TMT ( thousand metric tonnes) of crude oil with a high distillate yield of 84.7% . Specific Energy Consumption (SEC) during 2010-11 was recorded at 69.0 MBN. The refinery also sustained its impeccable safety performance by registering ‘Nil’ record of major fire/ LTA(Loss Time Accident) during the financial year 2010-11 and cumulatively achieved more than 9 years of accident free operations.

During the year, NRL implemented the prestigious Diesel Quality Upgradation project at a cost of Rs. 435 crores, making it the first refinery in the State to produce Euro-IV grade High Speed Diesel conforming to the stringent parameters laid down by the Auto fuel policy of the Govt. of India. Besides, NRL was also the first amongst other refineries in the State to produce Euro-IV Motor Spirit (Petrol). With this, NRL’s product mix includes both Euro-III and Euro-IV MS and HSD. Besides, various other modernization projects related to operational energy improvement and environmental upgradation were commissioned by the company during the year. On completion of the Duliajan-Numaligarh Natural Gas Pipeline implemented by M/s DNP Limited, NRL has now introduced Natural gas by replacing the Naphtha into the refinery for power generation and hydrogen production, thereby improving energy efficiency and curtailing environmental emissions. In the pursuit of implementing CDM( Clean Development Mechanism) projects , the company has initiated action for registering the aforesaid initiative with United Nations Framework Convention on Climate change (UNFCCC) as a CDM Project which is expected to generate carbon credits to the tune of 43 TMT annum and would also help improving the company’s refining margin.

The company is now steadily moving ahead with two ambitious value added projects, namely the Wax Project and the Naphtha Splitter Project. The Rs. 577 crores Wax project envisages production of high value low volume Paraffin and Micro-Crystalline Wax utilizing inherent properties of North East Crude. The Rs. 60 crores Naphtha Splitter Unit would produce 160 TMT annually of petrochemical grade Naphtha, which would to be supplied as feedstock to the Assam Gas Cracker Project.

While the company moves forward to achieve new milestones and goals, it has remained proactive in promoting and executing schemes for the socio economic development of the region under its CSR policy. The primary focus areas remains education with special attention on the education of the girl child; Community health; providing clean drinking water and sanitation facilities for the local populace; promoting entrepreneurship amongst the local unemployed youth through skill development programs and promotion of arts, sports and culture in the State . To ensure the effectiveness of its CSR schemes , surveys and social audits are carried out periodically through independent NGOs so that the companies CSR policies are on the right track.

19th Foundation Day of NRL celebrated

NRL celebrated its 19th Foundation Day on 22nd April, 2011. It is on this day that the Company came into being in the year 1993, in fulfillment of the commitment made in the historic ‘Assam Accord’. True to its promise, the Company has served as a nucleus of growth and has been able to provide significant thrust in the industrial development of the North East, thereby contributing towards the socio-economic development of Assam and the North East.

NRL day was celebrated with aplomb in all locations of the Company, where employees got together to observe this special day. At the functions held in its registered office in Guwahati, NRL day Pledge was taken by the employees in Assamese, Hindi and English. This was followed by rendition of the NRL Theme song, which captures the spirit of the company’s march towards building a refinery at Numaligarh as well as its marketing network, thereby laying the foundation for a strong and vibrant enterprise. The NRL Corporate film was also screened on the occasion. In his message to all employees, MD NRL, Mr. Dipak Chakravarty apprised the employees about the developments in the company and the road ahead. He also urged them to continue in their quest for excellence in all spheres of activities, while maintaining the highest standards of moral and ethical work practices and contribute meaningfully to the society at large.

NRL installs Electronic Environment Display Board

In another step towards its commitment for environmental conservation, NRL has installed the latest LED (Light Emitting Diode) based Online Display Board for Environment Monitoring at the Main Entrance of the Refinery premises. This Electronic Display board manufactured by M/s. Micromax Instruments Pvt. Ltd., Pune was formally inaugurated by Dr. B. K. Das, Managing Director of NRL on 28-03-2011. The inaugural function was also attended by Shri D. Chakravarty, Director (Technical) and Shri N. Bhakta, Director (Finance) besides other senior officials of NRL.

With the launching of this facility, NRL will now be able to display online real time data of almost 50 important vital environment parameters such as treated effluent, stack emissions & ambient air quality. The display board would also show information on type of hazardous waste and oily sludge being generated and treated at the Refinery. All important parameters for air quality monitoring like oxides of Sulphur & Nitrogen, Carbon Monoxide, Hydro Carbon, suspended particulate matter and parameters for effluent quality monitoring like pH, Oil & Grease, Phenols, BOD(Biological Oxygen Demand), Sulphides etc will now be on public display. And so will data about the amount of heavy metals like Iron, Aluminum, Manganese, Copper, Zinc etc. during treatment of residual oily sludge. The display board would be viewable day and night from the adjacent National highway, and would enable both the company as well as conscious public to keep a strict vigil on Refinery emissions and further improve upon its environmental compliance. With this successful commissioning, NRL marches ahead in line with its corporate commitment to attain sustained excellence in performance, safety standards, customer care and environment management.

NRL Wins CIDC Vishwakarma Award 2011 for ‘Best Project’

NRL has bagged the 3 rd CIDC Vishwakarma Award 2011 conferred by Construction Industry Development Council (CIDC), an entity established by the Planning Commission, Govt. of India and the Construction Industry.

NRL was awarded under the ‘Best Project’ category for its recently commissioned ‘Diesel Quality Upgradation project’. The award is adjudged based on major focus areas such as project performance, e ngagement of new/innovative techniques, quality of manpower deployed, i mpact on environment, o verall social impact and other critical project valuation parameters

The award was given away at a function organised on the occasion of the 15 th CIDC Annual Day on 7 th March 2011 at India Habitat Center, New Delhi.

The full equipped boat clinic named ‘NUMALI’ has been sponsored by Numaligarh Refinery Limited (NRL) to the Centre for North East Studies and Policy Research (C-NES) as part of its Corporate Social Responsibility (CSR), is ready for service. The boat will provide health services to the marginalized river island population of Sonitpur district as part of C-NES’ innovative Boat Clinic programme under NRHM. The inaugural function of the launch of ‘ NUMALI’ was held on 11 th March 2011, near Majuli Ghat, Jorhat, the site at which the boat was built. Senior officials from NRL led by Shri B Ekka DGM (HR) and C-NES Managing Trustee, eminent writer journalist Sanjoy Hazarika were present at the launch.

NRL has funded an amount of Rs. 12 lakhs for the boat to support the boat clinic initiative in Assam. The first installment of Rs. 4 lakhs was earlier handed over by the Managing Director NRL, Dr. B. K Das to Shri Sanjoy Hazarika in September 2010.

The Institute of Chartered Accountants of India (ICAI) recently conducted a certificate course on International Financial Reporting Standards ( IFRS) at Numaligarh Refinery Limited (NRL) campus. This program which was held for the 1 st time at an Industry Campus in India was organized by NRL during  the last week of Jan’ 2011.  The campus nestling in the sylvan environs of the Brahmaputra valley where the beautiful rendezvous of water and land throws up myriad colors was a perfect background for this 7 day intensive study program which was participated by finance professionals from NRL, IOCL and OIL and conducted by eminent faculty from the ICAI.

The ICAI has launched a new Certificate course for Chartered Accountants in IFRS which aims to educate accountants on the new accounting standards. International Financial Reporting Standards are created by the International Accounting Standards Board and have already been adopted by  the European Union countries as well as countries like Brazil and China  for the preparation of the consolidated Financial Statements of listed companies and is being proposed to be adopted in India by April’2011.  After IFRS convergence, benchmarking Indian companies with their global peers will be more accurate. Adoption of IFRS by India is part of the Globalization process and emergence of India as a Global economic power. Indian Companies will therefore have to train their accountants and finance personnel on IFRS and this recently concluded course held at NRL is among the various steps taken by the Company  to train its finance personal on these new standards.

NRL Quiz witnesses a Grand culmination

Debraj Bhattacharjee and Shakya Shamik Kar Khound of DPS Digboi became the first team to win the highest ever winners’ prize money of Rs 5 lakhs in the country at the grand finale of the NRL Quiz 2010-11. The team emerged winners in a thrilling competition, hands down with great presence of mind beating the six teams who were on the fray.

Debraj and Shakya, who called themselves ‘DPS HUNTERS’ beat the first runners up ‘THE RHINOS’ comprising of Kapinjal Kisor Sharma and Rahul Agarwal representing the Institute of Computer Accountants, Nagaon and the second runners up, ‘ILLUMINATI’, comprising of Syed Shakeel Imdad and Lucas Baishya representing Army Public School, Narengi. The prize money for the 1st runner-up and 2nd runner-up team was Rs. 1 lakh and Rs. 50,000.00 respectively.

‘The NRL Quiz’ that kicked off in Golaghat Town of Upper Assam on the 29th of November 2010, witnessed hectic quizzing across 8 zones during the preliminary zonal rounds that covered all districts of the state. The preliminaries received tremendous response with a total of more than 300 teams participating in the zonal rounds. 24 teams comprising of the top three teams from every zone was selected to participate in the grand finale from whom the six teams were screened for the final.

The Quizmaster of the grand event was the eloquent Barry O’Brien, a teacher, an MLA and veteran of more than 2000 quizzes. O’Brien enthralled the audience with questions of national standards. However, he ensured that the quiz was a fun by incorporating pictures, music and cryptic questions. Talking of the quiz, O’Brien said, “I thought Guwahati had the highest quizzing standards in the state, but I have been proven wrong. Now I urge the quizzards from Guwahati in raise their standard to meet the standards of these breed of young quizzards from across Assam. With such high standards, I am sure young teams from Assam are at par with any other party from the country.”

Dr Bhupati Das, MD, NRL in his message said, “I am sure this quizzing extravaganza, which would be a biennial event from this year onwards will generate a lot of enthusiasm amongst the students of the State and enhance their quest for knowledge.”

“I would specially wish to ask my young minds never to stop in their quest for learning for it is possibly the most fulfilling and enlightening aspect of life. A good life is guided by knowledge rather than anything else. You should be filled with a life-long desire to know, or else you stop growing intellectually which I am sure is not a desirable situation you would like to find yourself in,” said Mr. Dipak Chakravarty, Director (Techincal) NRL.

Among the other dignitaries present at the event were, Mr. D.K. Goswami, GM (HR & Legal), Mr. P.K. Bora, GM (Commercial and Corporate Communications), and Mr. S.R. Medhi, GM (Finanace).

The event was organized by event organizers Priya Communication, who specialize in organising and promoting quiz events across the state of Assam and the northeastern region. The Priya Communication is also credited with organising Quiz events like Brain, Body and Soul at the Saturday Club in Kolkata.

The NRL Quiz, an Inter-institutional state-level challenge, organised by Numaligarh Refinery Limited (NRL), is a state level inter institutional mega quizzing event, as a part of NRL’s CSR initiative to provide a platform and promote the spirit of education, knowledge and sporting spirit amongst the students of the state. Education is a prime focus in area of NRL’s CSR Policy. The company has taken a number of commendable initiatives in this direction, prominent amongst them being institution of the Annual Gyandeep, Prerona and Dronacharya Awards, which identifies, recognizes and nurtures meritorious underprivileged children from the schools situated in the vicinity of the refinery and also recognizes the contribution of teachers and schools in encouraging merit and performance. NRL has also been proactive in providing necessary infrastructure support to educational institutions in its vicinity by way of renovating school and college buildings, providing laboratory facilities, furniture and other amenities to the schools and colleges. Not only that, the company regularly organizes coaching and career planning counseling for the benefit of the upcoming students-the future of this state and the country.

NRL inks MoU with APGCL

Numaligarh Refinery Limited (NRL) and Assam Power Generation Company Limited (APGCL) have entered into a nonbinding Memorandum of Understanding (MOU) for development and implementation of new power projects in the State of Assam. An MoU to this effect was signed between MD NRL, Dr. B. K. Das and MD APGCL , Mr. S. Abbasi at a function held today at Guwahati in the presence of senior officials of both the companies.

The MoU elaborates on the areas of cooperation between the two companies and provides for joint evaluation of new prospective power projects by carrying out feasibility studies and environmental impact assessment ; thereby identifying viable power projects for possible implementation subject to receiving necessary approvals. Execution of the projects, if approved is proposed to be carried out by forming a joint venture company promoted by both NRL and APGCL.

This will be NRL’s step towards possible entry into the power sector in line with its strategy to diversify into other areas of energy business for its growth and expansion as well as its commitment to contribute towards the development of the region. The signing of this MoU heralds a new beginning of collaboration and cooperation between a downstream oil company and a State Government entity by way of sharing expertise, knowledge and resources for overall benefit of the State.
