Vigilance


Numaligarh Refinery Limited, a subsidiary of M/s Bharat Petroleum Corporation Limited (BPCL), is a Public Sector Undertaking (PSU) in Oil and Gas Sector. It has a Refinery in the district of Golaghat, Assam and Marketing Terminals at Numaligarh and Siliguri, West Bengal.

The concept of Vigilance as an investigative agency for punitive action has today evolved to that of "Vigilance for Corporate Growth". The emphasis too has shifted from "punitive vigilance" to "preventive and proactive vigilance". Vigilance function in Numaligarh Refinery Limited (NRL) is an integral part of the management and supports ethical business decisions

The NRL Vigilance Department is headed by the Chief Vigilance Officer, Shri U.Krishna Murty, IRTS who is also the CVO of Hindustan Petroleum Corporation Ltd. holding additional charge as CVO, Bharat Petroleum Corporation Ltd. The Vigilance Department provides guidance, supervision and control to all the Vigilance functionaries of the company. Its major work area comprises handling and investigation of complaints received from individuals, Ministry of Petroleum & Natural Gas, CVC, PMO, NRL Management and other sources.

Preventive vigilance includes system studies, routine, surprise and CTE type inspections, scrutiny of procurement and contract files, scrutiny of property returns of employees etc. Vigilance department also ensures timely completion of disciplinary proceedings, co-ordination with Central Vigilance Commission, MOP&NG, CBI and other central agencies. Department also has to ensure that the organization has adequate checks and balances to minimize any possibility of corrupt practices.

The CVO provides advice to the Managing Director and acts as a link between the Company and outside agencies like MOP&NG, PMO, CBI, CVC, etc., on vigilance matters. The Vigilance executives function under the direct control and overall guidance of CVO.
